This is definitely quite a bold move for Mozilla, as previous research has shown that click-to-play can confuse and annoy people (the average web surfer doesn't know or care that a website uses Silverlight). Flash is the exception because, according to Mozilla, "Flash content is so common on the Web, and many websites use 'hidden' Flash instances that the user does not see and cannot click on." These hidden instances are usually Flash-based cookies - given Mozilla's history as a proponent of privacy and security, this behavior is a bit odd, but oh well.
